The UK Gambling Commission has announced a two-stage rollout of Financial Risk Assessments for licensed operators across the United Kingdom. The phased implementation will launch with the largest companies this summer before expanding to wider player segments.

Implementation Thresholds and Timeline

The initial phase requires major operators to conduct assessments for customers making net deposits exceeding £5,000 within a rolling 24-hour window. The regulator estimates this threshold applies to less than 0.5 per cent of the total player base. During this period, the commission will collaborate with businesses and credit reference agencies to refine evaluation procedures and issue implementation guidance. Licensed companies will not face enforcement penalties for non-compliance with the new assessment requirements during the early rollout, though all other licence conditions remain fully active.

The second phase will extend the requirement to players aged 25 and older with net deposits above £1,000 in a 24-hour period or £3,000 over 90 days. Customers under 25 will be subject to lower limits of £750 within 24 hours or £2,000 across a 90-day span. The commission has not yet published a fixed schedule for either stage.

A timeline for the first phase will be confirmed following summer consultation sessions with industry representatives and stakeholder groups.

The framework aims to replace manual document verification with automated financial screening. According to the UK Gambling Commission, high-spending players are two to four times more likely to hold a debt management plan and two to five times more likely to record a payment default within the previous 12 months compared to the general population. Identifying these cases allows operators to adjust marketing exposure and recommend deposit limits before financial strain escalates.
